Traffic Division

The duties of this division are handled by Deputy Clerks, Vicki Leedom and Jenny Pickerrell
They are responsible for processing 16,000 to 18,000 traffic citations per year.
In addition, they handle all the paperwork that is involved in DUI/DUS arrests.




Criminal Division

The duties of this division are handled by Deputy Clerks Laurie Woods and Pat Stotridge. They are responsible for the processing of 4,000 to 5,000 criminal charges that are filed with the court per year.



Support Staff

Deputy Clerks Lisa Large and Brenda Pickerrell are responsible for assisting the public at the Traffic/Criminal windows, receiving payments, and bonds. In addition they process license forfeiture / compact suspension forms, and support the other divisions as needed.



Civil Division

The duties of the Civil Division are carried out by Deputy Clerks Gretchen Steele, Rose Cox, Toya Valentine and Bernard Stearos.
They are tasked with handling Civil complaints that are filed, up to $15,000, Small Claims complaints up to $3,000, and wage garnishments.




Probation Department

The Probation Department is comprised of two probation officers, Brian Duffy and James Strouth, and the probation secretary Teressa McCoskey.

Jim Strouth joined the Municipal Court staff December 1997. Jim retired from the Ohio Highway Patrol in November 1997 after 26 years of service. During his patrol career he was assigned to the Chillicothe Post. In 1987 he was selected Trooper of the Year, Jim was awarded the Superintendents Citation in 1980 for saving a life by administering CPR. Jim received extensive training throughout his patrol career including criminal, crash, and background investigations. Jim is now responsible for the supervision of an estimated 400+ probationers.
Jim and his wife Sandra, reside in western Ross County. They are the parents of two daughters, and the proud grandparents of two granddaughters and one grandson.


Brian Duffy is a graduate of Chillicothe High School, earned an Associate Degree in Applied Science of Law Enforcement Technology from Ohio University, and a Bachelor of Science Degree in Law Enforcement from Eastern Kentucky University.
Mr. Duffy has many years of law enforcement experience, and aside from his full time position as Probation Officer with the court, he is active as a Reserve Officer with the Ross County Sheriff's Dept., and is employed as a Park Officer with the Scioto Trails State Park.



Court Bailiffs and Recorders

The Court Bailiffs are responsible for maintaining a schedule of all cases in their respective courtroom, they assist in providing courtroom security, and help to keep track of the Judges Schedule.
Sandi Throckmorton is the bailiff for Judge Thomas E. Bunch and William Lee is the bailiff for Judge John B. Street.

The Court Recorders ensure that court recordings are created and maintained for all arraignments and preliminary hearings. They are also responsible for transcriptions and other administrative duties as required.
Lois Leach is the recorder for Judge Thomas E. Bunch and Shirley Strouse is the Recorder for Judge John B. Street.

The Deputy Bailiff for the court is Joe Diehl, he serves all of the papers for the court within the city limits, and is tasked with the execution of evictions.
Mr. Diehl has a total of 23 years of law enforcement experience with the Ross County Sheriffs Department, 10 years as a regular deputy and 13 years as a reserve deputy.
