SCHOOL DRIVER EDUCATION BILL

- If a
probationary driver license holder under the age of
17 is convicted of having committed one moving
violation during the first six months of having a
driver license, the person must be accompanied by a
parent or guardian whenever operating a motor
vehicle during the six-month period commencing on
the date on which the person is convicted of or
pleads guilty to the moving violation or until the
person attains the age of 17.
- Probationary
driver license holder under the age of 17 will not
be permitted to operate a motor vehicle with more
than one person who is not a family member in the
vehicle, unless accompanied by the license holder's
parent, guardian, or legal custodian. Studies
conducted by the insurance Institute for Highway
Safety have shown that one passenger doubles the
risk of a crash among teen drivers, two passengers
triple the risk, and three or more passengers
increase the risk by more than six. Probationary
driver license holders 17 years of age will be
restricted from driving between the hours of 12:00
a.m. and 6:00 a.m. unless the holder is accompanied
by a parent or guardian, with the following
exceptions: work , church and school funtion is
permitted provided the teen has written
documentation from the employer.
- NEW
- A 17 year
old must hold their driver license for a
year or turn 18 years of age before the
1:00 am - 5:00 am will come into play. So if the
driver license was not held for a year the 12:00 am
- 6:00 am applies. The exception is written
documentation from the employer pertaining to work,
a school or church function.
- Probationary
license holders under the age of 17 are prohibited
from driving between midnight and 6 a.m. unless
accompanied by a parent or guardian with the same
exceptions as above. This is a change to the
previous restriction of 1 a.m. to 5
a.m.
- Temporary
permit holders under the age of 18 will be
prohibited from driving between the hours of
midnight and 6 a.m., unless accompanied by a
parent, guardian or legal custodian who holds a
valid license. This is a change to the previous
restriction of 1 a.m. to 5 a.m.
- When any
child who is at least four years of age
but not older than fifteen years of age is
being transported in a motor vehicle, other than a
taxicab or public safety vehicle as defined in
section 4511.01 of the Ohio Revised Code, that is
required by the United States department of
transportation to be equipped with seat belts at
the time of manufacture of assembly, the operator
of the motor vehicle shall have the child properly
restrained either in accordance with the
manufacturer's instructions in a child restraint
system that meets federal motor vehicle safety
standards or in an occupant restraining device as
defined in sections 4513.263 of the Revised Code.
THIS IS STILL A SECONDARY VIOLATION. Who ever
violates this section will be found guilty of a
minor misdemeanor and shall be fined not less than
$25.
NEW
RULE
- Licensed
holders under the age of 18 must hold their license
for a year unless they turn 18 first, which ever
comes first will still be held to the 12:00am -
6:00am rule. After the year the 1 a.m. to 5 a.m.
restriction is enforced, unless the individual is
18 years of age.

Stage 1:
Learner's Permit
- Meet minimum
age required by state, 15-1/2. At this age, student
must be accompanied by parent, legal guardian,
custodian, or a licensed driving
instructor.
- Parent/guardian
participation required in driving process. They
must "certify" a minimum of 50 hours supervised
driving with their child, or a licensed driving
instructor, including 10 hours of night
driving.
- When a
student is 16, all driving must be supervised by
licensed adult at least age 21 who must sit
in the front seat.
- Pass vision
and knowledge tests, including rules of the road,
signs, and signals.
- Successfully
complete basic driver education program, - 24 hours
Classroom , 8 hours Behind-The-Wheel
Instruction.
- Learner must
remain crash and conviction free for six
consecutive months to move to next
stage.
- All
occupants must wear safety belts.
- Permit
canceled/license revoked if convicted of any
alcohol-related
offense.(see
Juvenile Driver Program)
- Limits on
the number of passengers allowed in
vehicle.
* As of January 1, 1999 - any student 16 years or
older will need to meet the new standards.
Stage 2
Probationary License
- Successfully
complete permit stage
- Meet minimum
age required by state, 16
Curfew
for students under age 17, cannot drive between 1-5
a.m.
- License
valid until age 18
- All
occupants must wear safety belts. The total number
of occupants must not exceed the total number of
occupant restraint devices.
- A restricted
license also falls under probationary
restrictions(14 - 15 year old).

complete intermediate license stage
